DLC specializes in assisting governmental entities, and certain private not for profit entities, navigate the FEMA Public Assistance program. We will work with our clients from damage assessment to closeout and do all the work in between. We are also able to challenge any FEMA decision through appeal, which we can personally pursue to its ultimate conclusion. DLC also provides other emergency management related advice regarding procurement or any aspect of preparedness, response, or recovery.
The FEMA grant management process can involve millions of dollars for local governments and it is a process closely bounded by statutes, regulations and precedent. Yet, few, if any, companies that provide disaster grant management services have a lawyer, never mind being owned and operated by one. This means that your claims and issues throughout the disaster process will be viewed through a legal lens that will assist in the maximization of your reimbursement and the virtual elimination of downstream issues and or deobligations with FEMA.
DLC primarily operates by an hourly-fee structure. Even though directed by an attorney, our grant management rates are very competitive and in the lower end of the cost spectrum for the industry. The cost for direct legal services from Mr. Ettore directly will be higher and can be negotiated as needed.
One of the best advantages of working with DLC is that as a lawyer providing a legal service, no formal procurement or solicitation is necessary to contract with us under Florida law [see §287.057(1)(e)4.]. So, we can be hired immediately to assist with your FEMA grant management issues. While FEMA regulations may eventually require a formal solicitation to ensure the full recovery of Direct Administrative Costs, the direct hire of DLC is appropriate and legal under Florida law.
Travel and Expenses
Any travel or expenses other than fees must be pre-approved by DLC clients. All travel time will be billed at the agreed upon hourly rate. Clients are responsible for cost of a plane ticket up to $400 and hotel room up to $200 – any costs above that amount will be absorbed by DLC. Mileage billed at 44 cents per mile. Clients will not be charged for any food, office expenses, or office staff. DLC clients will be responsible for the cost of any required Subject Matter Experts for appeals, but any such expense will be discussed and negotiated with the Client.
